Thủ tướng trình cơ cấu Chính phủ khóa mới

Thủ tướng đánh giá, cơ cấu Chính phủ khóa 12 đã tinh gọn và hợp lý hơn khóa 11 trên cơ sở tổ chức lại một số bộ theo mô hình bộ quản lý đa ngành, đa lĩnh vực, khắc phục tình trạng chia cắt và xác định cụ thể hơn chức năng nhiệm vụ theo nguyên tắc một việc chỉ do một cơ quan chủ trì. Tuy nhiên, người đứng đầu Chính phủ cũng nhìn nhận hiện một số công việc còn có sự trùng lắp giữa các bộ, thủ tục hành chính của một số bộ còn rườm rà. Việc phân cấp giữa trung ương và địa phương trong một số lĩnh vực còn chưa phù hợp, phân cấp mạnh nhưng còn thiếu cơ chế đảm bảo sự thống nhất trong quản lý nhà nước. Với những thành công của cơ cấu Chính phủ khóa 12, Thủ tướng đề nghị cơ cấu Chính như khóa 13 gần như không thay đổi so với khóa 12, sẽ gồm 18 bộ, 4 cơ quan ngang bộ và 8 cơ quan trực thuộc Chính phủ. Các phó thủ tướng được phân công phụ trách các lĩnh vực: kinh tế tổng hợp, chính sách phát triển nông thôn; kinh tế ngành và sản xuất; văn hóa giáo dục và nội chính. Là cơ quan thẩm tra, Ủy ban Pháp luật nhất trí với tờ trình của Thủ tướng về cơ cấu Chính phủ khóa mới. Tuy nhiên, Chủ nhiệm Ủy ban Pháp luật Phan Trung Lý cho biết, vẫn có ý kiến cho rằng một số bộ chưa đáp ứng yêu cầu tinh giảm bộ máy, một số bộ thành lập mới nhiều cục, tổng cục, tạo nên nhiều tầng lớp trong quản lý. Ủy ban Pháp luật đề nghị cần lượng hóa tiêu chí thành lập cục, tổng cục, từ đó giảm đầu mối các cơ quan này ở các bộ. Yen viet yen sao

FDI plunges in property sector

HCM CITY — Foreign investment in the property sector this year has been the lowest in the last five years, with analysts attributing it to the lingering impact of the economic meltdown. FDI in the first half was US$5.66 billion, or just over than half the amount pledged in the same period last year. Of which, investment in real estate made up only $305 million. The processing and manufacturing industry on the other hand attracted $3.3 billion, followed by construction with nearly $475 million, and accommodation services with nearly $357 million. Last year, investment in real estate was worth more than $6.8 billion but even that represented a fall of more than $1.2 billion from 2009. Overall, foreign investment in property, at $48.2 billion, remains second only behind manufacturing, which has attracted a whopping $97.8 billion. Savills, a global real-estate service provider, blamed the fall in recent times on the "residual effect of the global financial crisis" saying in risk-averse times, "capital retreats to home territory." FDI has been steadily declining after a precipitous fall in 2009 to $21 billion from $64 billion of the previous year. Last year, though much higher than this year, FDI was a mere $17.23 billion. Much of the foreign investment in real estate recently has been from Singapore, whose government-backed Keppel and giant regional developer CapitaLand have both promised to increase their commitments in Viet Nam. A Savills review of 2010 and future prospects said South Korean groups had become less acquisitive in recent times, having invested heavily in large, long-term development schemes in past years. European and US investors are "something of a rare breed in Viet Nam, and most are currently focused on troubles in their home markets." International funds with a Viet Nam real estate focus – such as VinaCapital, Indochina Land, Dragon Capital, and Prudential – found it equally difficult to place their current allocations in this market. Vietnam Economic Times newspaper quoted economists as saying that despite the Government's efforts to improve the legal framework, there were still many obstacles to foreign investment. They listed high inflation, shortage of electricity, poor infrastructure, services, and human resources, and delays in licensing. The difficulty in getting approval for projects, high rentals, and cumbersome procedures for obtaining land were the biggest problems foreign property investors faced in Viet Nam, Matthew Powell, managing partner of Three Temples, a Ha Noi-based company active in the fields of development, investment and real-estate marketing, said. Transparency Though Viet Nam had managed to head off many of the negative headlines associated with the global financial crisis, in 2011 the country faced challenges of its own, a report released last month by CB Richard Ellis Research and Consulting said. Transparency issues still hindered the institutional property investment market, discouraging the flow of the FDI funds into Viet Nam, "Growth Pains" report warned. Viet Nam was not yet a popular destination for institutional money and this was the reason why the majority of investors still favoured the traditional options of Hong Kong and Singapore and, further afield in the Asia-Pacific, Australia and Japan. "Owing to the country's risk profile, evolving legal and regulatory environment, macroeconomic challenges, and corporate governance constraints, Viet Nam's ability to attract institutional investors is limited compared to some of its emerging Asian counterparts," the report stated. — VNS cute girl.

Nha Trang Sea Festival 2011 to kick off

Hàng loạt sự cố sau cơn mưa dông ở Sài Gòn

Cơn mưa to kèm theo gió lốc khá lớn chiều 30/7 làm hàng loạt cây xanh ở TP HCM bị đổ, giao thông hỗn loạn, nhiều nơi bị cúp điện. Trên đường Nguyễn Tri Phương (phường 4, quận 10), cây cổ thụ cao khoảng 30 m, thân đường kính chừng một mét bất ngờ đổ sụp xuống khiến nhiều người đi đường thót tim. "Tôi đang chạy đến ngã tư thì bất ngờ nghe tiếng rầm. Cây cổ thụ bật gốc, đổ xuống chắn ngang đường, ngay phía trước xe. Tôi và nhiều người thoát chết trong gang tấc", anh Nguyễn Văn Ngọc kể. Cây cổ thụ đè lên 3 căn nhà liên kế, trong đó ngôi nhà 4 tầng số 280, đường Nguyễn Tri Phương bị bể kính. Cảnh sát giao thông đã phong tỏa đoạn đường. Đến 19h cùng ngày, cây bị đổ vẫn chưa được xử lý khiến xe cộ không thể lưu thông qua khu vực này. Cùng lúc, tại khu vực đường Phạm Ngọc Thạch (phường 6, quận 3) một cây xanh khá lớn đổ xuống đường đè trúng taxi đang chạy. Chiếc xe của hãng Hoàng Long do tài xế Đỗ Văn Hà điều khiển bị mắc kẹt tại chỗ. Phần nóc ôtô lõm xuống, cả kính trước và sau đều bể nát. "Tôi nghe tiếng động mạnh rồi toàn bộ phần ngọn cây bao trùm xe. Không thể di chuyển được, tôi lao ra ngoài mới biết vừa thoát chết. Rất may, cây đổ vào phần đuôi, xe không có khách", tài xế Hà vẫn chưa hết hoảng hốt kể lại. Ngoài ra, cây cũng đè trúng chiếc xe máy của một người đang dựng trước quán cà phê trú mưa khiến đầu xe bị hỏng nặng. Điện của cả khu vực bị cúp vì nhiều đường dây bị cây đè đứt. Giao thông tắc nghẽn khiến các phương tiện phải quay đầu tìm hướng khác. Cách địa điểm này không xa, cũng trên đường Phạm Ngọc Thạch (phường 6, quận 3) một nhánh cây dài 15 m rơi xuống trụ sở của Đội tuần tra dẫn đoàn (thuộc Phòng cảnh sát giao thông đường bộ, đường sắt TP HCM) làm hư hỏng toàn bộ khu nhà vệ sinh, tường trụ sở bị vỡ nứt. Tại các tuyến đường như Trần Hưng Đạo (quận 5), Lý Thái Tổ (quận 3), Ngô Gia Tự (quận 10), Nguyễn Thị Minh Khai (quận 1), Khánh Hội (quận 4), Phạm Ngũ Lão (quận 1)... nhiều cây xanh cũng bật gốc và gãy nhánh do gió lớn. Worms, diarrhoea blamed for stunted growth, low IQs

HA NOI — Diarrhoea and enteric infections were two of the main factors that led to stunted growth and lower IQs in children, and proper hygiene could prevent this, said the deputy director of the National Nutrition Institute, Nguyen Thi Lam. Doctor Ha Vinh from the HCM City Tropical Diseases Hospital said scientific research carried out over 10 years on Brazilian children had shown that during the first two years of a child's life, parasitic worms could have such an effect that it was highly possible that by the time they reached the age of seven, they would be 4 to 6 centimetres shorter than their peers. This combination of parasitic worms and diarrhoea would result in a total growth shortfall of 8.2cm. She said after removing the intestinal parasites, children would still probably suffer from cognitive decline later in life. "Helminth infections can decrease IQ scores by 10 points," she added. Doctor Lam explained that when children were affected with helminth infections, they were subject to protein losses via the gastrointestinal tract and a reduction in the ability to absorb nutrients to feed the brain. "That's why the cognitive function is impaired," she said. Widespread cases of hand-foot-mouth disease at the moment with its side effect of acute encephalitis were having a long-lasting impact on child patients. "What is worth noticing is the cognitive deficit may be permanent," Lam warned. However, parents still didn't have the right attitude when it came to dealing with communicable diseases, they only focused on treatment rather than preventive measures, overlooking the fact that even if their kids recover, there may be long term effects. "Unlike other illnesses such as fevers and coughs which result in weight loss, diarrhoea, enteric infections and hand-foot-mouth disease may lead to irreversible damages," Vinh said. Lang Co peninsula

Hue's court music - The World's Intangible Cutural Heritage

Among the diversified types of music, Court music is the only one that owns the National scope. Although the origin of Court Music was formed in 13th century, it didn't reach its flourished time till Nguyen Dynasty (1802-1945). The emperors under this Dynasty considered it the official type of music in the Court so as to show off their power and longevity. Court music then became one vital part and was performed in about 100 festivals annually. Being diversified in spiritual content, Court music was considered a type of communication and means of showing respect towards emperors and gods. In addition, Court music was also a means to deliver philosophical ideas and aspects of the universe of Vietnamese people. In general, the term court music doesn't mean the musical system of the Court only, but also includes actual performances. It was featured with a number of musical instruments and was only shown in special occasions with its own singers and dancers. The drum plays the main role in the orchestra and each member has to pay their highest attention to follow all the stages in a lasting ceremonial. The existence of Court music was strongly threatened with upheavals in the 20th century, especially the collapse of monarchy and the continual wars. Losing the imperial scene, this traditional music lost one of its original functions. Nowadays, with the assistance of the Government and the local community, some old musicians are trying to resurrect this traditional music and deliver their skills to younger generations. Some remained forms of Court music are now the inspiration for Vietnamese temporary music. On 7-11-2003, the General Manager of UNESCO, Mr. Kiochiro Matsuura officially announced at a Ceremony in Paris that Court music of Viet Nam is one of the 28 cultural intangible masterpieces of mankind that were passed down to other generations orally. This was the 1st intangible heritage of Viet Nam to be included in this list. And this was the rewards for 10 years of preparation and tirelessly striving of the Central Committee, of the local authorities and of the Citadel's Relics Conservation Center. Stock indices continue to fall on sluggish trading

HA NOI – Both Viet Nam's stock indices fell this morning on further declining market values and volumes. The benchmark VN-Index on the HCM City bourse lost another 0.66 per cent to close today at 405.70 points. Market value dropped 11 per cent from yesterday to just VND370 billion (US$20.2 million) on trades of 18.9 million shares. Losers outnumbered gainers by 131-84. Blue chips recently releasing positive first-half corporate managed gains this morning, including Phu My Fertiliser (DPM) and steelmaker Hoa Phat Group (HPG) rising over 2 per cent, and software producer FPT (FPT), Vietinbank (CTG) and dairy producer Vinamilk (VNM) all increasing less than 1 per cent. Some declined, however, dragging the Index down. Property developers Hoang Anh Gia Lai (HAG) and Vincom (VIC) declined around 4 per cent, financial conglomerate Masan Group (MSN) decreased 0.5 per cent, and Vietcombank (VCB) lost 0.7 per cent. Sacombank (STB) and FPT Corp (FPT) were the most active stocks with each code seeing over 1 million shares changing hands. On the Ha Noi Stock Exchange, the HNX-Index fell 0.57 per cent to close at 69.55 points. Trading value remained sluggish with just 22 million shares worth VND235.7 billion ($11.4 million) changing hands. Bach Ma national park (Bach Ma mountain)

The park is about 60km south of Hue city and 1,450m above sea level. Like Sapa and Tam Dao in the north, and Da Lat in the central Highlands, Bach Ma has a cool climate for overheated travelers. Along with a broad palette of fauna and flora, Bach Ma is also famous for its springs and many spectacular waterfalls. 16km down the Cau Hai-Bach Ma highway, there is a small, half-hour footpath to the 400m-high and 20m-widde Do Quyen waterfall, which appears suddenly as though hung in the sky. In the summer, red flowers blossom along both sides of the waterfall, and visitors can also enjoy Bac (Silver) waterfall, which is 10m high and 40m wide, which has been compared to an enormous white curtain swaying in the wind. Standing on the top of the Bach Ma moutain pass, Tuy Van mountain, Cau Hai lagoon, and Hue city, which by night sparkles down below the mountain. Photographer focuses on every capital in the world

(CNN) -- Jeroen Swolfs is on a mission to photograph all 194 capitals in the world in five years. The ambitious 36-year-old from Amsterdam has already visited 58 countries in the last two years as part of a project he started called Streets of the World. During the four or five days Swolfs stays in each capital, he scours the city's streets to take one photo that captures the essence of the country. Swolfs discovered his passion for traveling as a freelance photojournalist working for Dutch newspapers and magazines. After a few years, he said he wanted to use his talents to "do something a little bit more radical." He said he's fascinated by the way "life unfolds in places" and came up with the idea to document people, cultures and cities around the world in a way that has never been done. Swolfs spent eight years finding sponsors to fund his adventure before starting his journey in Bangkok, Thailand. Since then, he's written a book called "Streets of the World" -- which is only available in Dutch -- and this month, Swolfs celebrated the second anniversary of his travels. CNN caught up with Swolfs while he was in Mexico City for a few days shooting a documentary and scouting the streets for a photo. Swolfs chatted via Skype while sitting outside his hotel room. The conversation has been edited after losing a few words from the shaky Internet connection and chirping birds in the background. CNN: This journey is about taking meaningful photos. How do you find the picture-perfect spot? Swolfs: When I get to a destination it's all about finding the space, which is kind of difficult. It usually involves two days of walking around the center of the capital. After I've found a place, it usually takes another two days to take a good photo. CNN: What do you do when you're not taking pictures? Swolfs: When I'm in a capital, I will prepare for the next one. I will be going to Guatemala after this so I will start preparing so I know the history of the country as well as its politics and social issues. CNN: Do you only take pictures of streets? It's not always a street. I've taken pictures of people that live on the water or sometimes it's parks or markets. It's called "Streets of the World," but it's basically about street life in the center of the capital. CNN: What are you ultimately trying to achieve? Swolfs: I try to show that there are more similarities between these spaces than we think. People want the same things all over the world. They just want a little bit of a better life for themselves and their children. I see that everywhere. It's also about dreams that can come true, because this was my dream. Even something crazy like this, if you're really motivated, you can make it happen. I don't even know if I'm going to finish it. I might be shot somewhere along the line. I don't know what's going to happen, but the fact that I'm able to do it and I'm living this amazing dream of being able to tell this story is what I think is special about this project. Swolfs: It's complicated because a word like "favorite" or "the nicest" doesn't really apply any more because all those spaces in their own way were amazing. Of course some were more relaxed or beautiful than others, but even the ugly ones that are war torn were also really fascinating because of what happened or how people are trying to survive. So I can't really decide any more as far as a favorite goes because even in the worst countries I've met the most lovely people. CNN: You've visited countries like Iraq and Afghanistan. Have you run into any dangerous situations? Swolfs: I've been to Papua, New Guinea, which nobody really ever goes to because it's really dangerous. I needed five bodyguards to go to the market and take photos. They were armed, and they needed to be because we were being targeted even with those five guys. We had to really hurry and get the hell out of there. CNN: What was one of the most difficult countries to take a photo in? Swolfs: I went to North Korea just before Christmas. I went as a tourist because you can't go as a journalist. You have to sign a paper stating that you're not a journalist, and you haven't been one for the past year, which in my case was not true. So you start as a lie, which in the case of North Korea is not a good idea. The tour groups don't let you out of their sight so it was really hard for me to ditch the group and be by myself even for a few minutes. My tour group had two American skateboarders. One of them was Kenny Reed, who is this really famous American professional skateboarder. They actually came on the bus with skateboards, and they took off all the time because they were making a skateboard movie. So the tour guides had to run after them all the time because they just ran out of the bus with their skateboards. It was perfect for me because when they took off, I walked swiftly through the street by myself. You cannot be alone in Pyongyang, but I had five minutes because of the skateboarders to take a photo of Korea. I think it's one of the best photos in the whole project. CNN: Why was that your favorite photo? Swolfs: It's this surreal image. There's this beautiful traffic policewoman on this massive street where there are absolutely no cars. She doesn't really have a function, but she's just there to be present. Then there's the most robotic people walking around, but there's this little kid that looks up to his father so there's a small human story even in that photo. CNN: What's something you have learned throughout your journey? Swolfs: I've learned that people are a lot nicer than everybody thinks. There's a lot of bad stuff that happens everywhere, but there's also all these cool, nice and lovely people. Those are the kind of people I want to talk about, and I want to show. CNN: You were in Washington, D.C., in the beginning of July. What did you think of the United States? Swolfs: I really had a hard time with the States because your country is such a complicated story. There's all these things I love about it, but there's so many things that I really don't understand. This is what makes "Streets of the World" so hard. It's only one photo per country, so how do I show American life in one photo when I myself am really confused about what I think about America? CNN: What did you take a picture of? Swolfs: I'm actually not really happy with it. I ended up in a park where people were having lunch, and it was this mixed group of people, which I think represents the States. So there were blacks, whites, Asians and Hispanics. But I don't really know if I succeeded in Washington. I think I'm going to try to return, and try again and take more time. CNN: You travel by yourself. Do you ever get lonely or return to Holland? Swolfs: Yeah, it's kind of lonely. I go back to Holland about three times a year. I have a very big family, and everybody gets together once or twice a year. Christmas is one of those times, so I always make an effort to be there. I try to get back every few months since the pace is really high. After 10 countries, I start to go crazy myself. CNN: What's the best food you've had? Swolfs: I spent a lot of time in Bangkok. I really loved the energy and food .. and I don't mean Thai food from a Thai restaurant. I mean the food from the streets. Its really simple, but it's so spicy and flavorous, and it's dirt cheap. It's the whole atmosphere around it. HCM City exports rise 21.7%

HCM CITY –The southern hub of HCM City generated over US$15 billion in exports during the first seven months of this year, a surge of 21.7 per cent against the same period last year, according to the municipal Statistics Office's figures. During the period, exports in the State-owned sector rose by 22.5 per cent, while the foreign-invested sector was up 19.4 per cent. The city's total export value is expected to reach about $23.5 billion by the year-end, up 12.1 per cent against the previous year. VN chop at Asian Champs

HA NOI — Viet Nam bagged two silver and five bronze medals at the Asian Karate Championship in China, which ended on Monday. The 15-member squad won two silvers and two bronzes in the men's kata (performance) event and a further three bronze medals in kumite (combat). "It's a good start for the team in what was a tough tournament. Taking part were powerhouses such as Japan, China, South Korea and Thailand," said team coach Le Cong yesterday. "The Viet Nam team showed great spirit and skill." The strongest athlete in the team Le Bich Phuong, who won a gold medal at the Asian Games last year, managed just a bronze medal in the women's 55kg weight category in China, while her boyfriend, Nguyen Minh Phung, also finished third in the men's 75kg division. Meanwhile, Phuong, 18, and Vu Thi Nguyet Anh are hoping to win karate golds at the Southeast Asian (SEA) Games in Indonesia this November. The karate team have been practising in Ha Noi since March. The final squad of 20 for Indonesia will be selected next month. Karateists will also compete at the World Junior Championship in Malaysia in September. Hue
was the capital of Vietnam, from 1802 to 1945 under Nguyen Dynasty. This charming and romantic city is known as the city of peace and poetry'. We arrive in Hue (by train or airplane) in the early morning. Go boating on the Perfume River , to visit the Thien Mu Pagoda and the Minh Mang Emperor Tomb. We leave for Hoi An by following the Mandarin Road in the morning and passing the Ocean Cloud Pass where we can glimpse Da Nang's panorama. On arriving in Da nang city we visit the Cham Museum and climb the Marble Mountains to get a panoramic view of the East Beach. In the afternoon we arrive in Hoi An which used to be the trade port of the Japanese, Dutch, Portuguese and Chinese people during the 17th and 18th centuries. Spend time visiting the JapaneseCovered Bridge and the Tam Ky ancient house before checking in the hotel
Day 03 : Hoi An - My Son (B )
After breakfast in our hotel we continue our trip towards My Son holy land. Located just 60km from Da nang, My Son includes a complex of impressive temples and sanctuaries of the former capital of the Cham's Kingdom. This area used to be a glorious empire between the 5th and the 13th century. In the afternoon, boat trip to the Thu Bon River to visit the Ceramic and Carpenter Village. During the cruise you will be overwhelmed by tranquility and authenticity of local life. We spend the night on Hoi An.

Agricultural exports up 33%

HA NOI — Viet Nam earned US$13.9 billion from agricultural exports during the first seven months of this year, a year-on-year increase of 33.4 per cent. According to the director of the Ministry of Agriculture and Rural Development's Information and Statistics Centre, Nguyen Viet Chien, agricultural products such as rice, pepper and rubber made up $8.1 billion of total exports, an increase of 44.6 per cent in comparison with the same period last year. Chien added that the increase had occurred mainly due to price hikes experienced by agricultural products. In seven months, rice exports hit $2.3 billion on 4.7 million tonnes sent abroad, and increase of 9.7 per cent in volume and 10.8 per cent in value. Indonesia remained Viet Nam's largest rice importer, followed by the Philippines to which exports declined by 50 per cent. To compensate for the Philippino downturn, local companies have been exploring new markets in Senegal and Bangladesh. Total pepper exports hit 85,000 tonnes, valued at $465 million, a surge of 70.9 per cent on a largely unchanged volume. Pepper exports to the US increased by 17.4 per cent in volume, doubling in value. Forestry products reached $2.2 billion, a year-on-year increase of 13 per cent, while fisheries products hit $3.1 billion, increasing by 24.8 per cent. Hundreds householders in one of the villages, Tan Hai in Hai Ninh Commune, have been struggling for years to deal with sand storms that are burying farming land, roads and even houses. "Gusts of wind blow sand from the beaches to the village," local resident Nguyen Thanh Sam said, adding that he noticed the phenomenon in the 1970s but the impacts on daily life were becoming more and more serious. He said there used to be lines of casuarina trees along the coast to protect the village from the sand, but they were destroyed by rising seas. Since then, backed by strong winds, sand dunes appeared around the village, Sam said. He said that thick layers of sand now covered much of the farm land, roads and had entered houses. Sand hurt people's eyes and their skin and even became mixed into the food. In the last 10 years, at least 30 families have moved house twice to avoid sand storms. Another 100 families are still fighting a losing battle against the sand. Some even spread canvas under their ceilings to catch sand that blows in through the roof. Sam said he was worried that his family could not stay in the village any longer as the sand dunes were getting bigger and bigger. Another resident, Mai Minh Dang, 32, said that since he was a small boy, whenever the wind blew in from the sea it brought the dunes to life and they began attacking the village. He said that many houses in his neighbourhood, including those of his relatives, the commune's health centre and community meeting hall, were unused. Residents who once earned their living by fishing and growing sweet potatoes have now left home to work in southern provinces or abroad. Another local resident Nguyen Tieu, 60, said that in 2005, a sand storm poured sand into my house, which was about 100 metres from the coast. "It buried my casuarina garden, my pond, grounds. It even left sand deposits throughout his house," he said, adding that the images still obsessed him and other family members even though they had all moved. Vice chairman of the commune People's Committee Pham Van Lieu said that local dunes occupied more than 100ha, affecting the coastal villages of Tan Hai, Tan Dinh and Xuan Hai. The commune said it could not afford VND500 million (US$ 24,000) to buy saplings to plant protective trees in the area. As temporary solutions, local authority and residents could only remove the sand after each sand storm occurred. However, it is now difficult for the trees to survive through storms with strong sea winds and big waves. Residents are also now faced with saltwater intrusion and soil erosion. Nguyen Ngoc Giai, secretary of the provincial Flood and Storm Prevention and Control Steering Committee, said despite the difficulties, growing trees seemed to be the only solution to the problem. — VNS

Early birth link to stress disorder

Post traumatic stress disorder (PTSD) is a risk factor for premature birth, research suggests. A study of more than 800 women in the US also found a link with having a smaller baby. Babies of women with the anxiety disorder, triggered by a harrowing event, weighed about half a pound less than usual. Researchers at the University of Michigan, US, say PTSD needs to be taken into account in maternity care. Nearly half of the women in the study were African American. Lead researcher Julia Seng, Professor of Nursing at the University of Michigan, said: "An African American infant in Michigan is 70% more likely to be born prematurely than an infant of any other race. "Therefore PTSD, which is treatable and affects African Americans more widely, may be an additional explanation for adverse perinatal outcomes. Babies born to women with PTSD weighed half a pound less than traumatised women who did not develop PTSD, and nearly half a pound less than women who did not suffer a trauma. Mass rallies for Norway victims

Torchlit processions have been held in towns and cities across Norway to remember the victims of Friday's twin attacks by Anders Behring Breivik. Crown Prince Haakon told 100,000 people gathered in Oslo that "tonight the streets are filled with love". Earlier Mr Breivik appeared in court, accepting responsibility for the attacks but denying terrorism charges. Police have reduced the death toll of the massacre at an island youth camp and bombing in Oslo from 93 to 76. 'Affected us all' Scores of thousands of Norwegians poured on to the streets of the capital in the early evening, many of them raising up flowers in memory of the eight people killed in the Oslo blast and 68 now known to have died on the island of Utoeya. Thousands of candles flickered, many people carried flowers, sang hymns and hugged each other. UK reviews Gaddafi exit solution

Col Gaddafi must relinquish power but may not have to leave Libya, Foreign Secretary William Hague has suggested. Mr Hague said Britain's preference was for Col Gaddafi to leave the country. He was speaking in London ahead of bilateral talks with French foreign minister Alain Juppe about how to resolve the situation. Mr Hague said the dictator's fate was "a question for the Libyans," saying it was not for France or the UK to determine the country's future. He said the countries were "absolutely united" in their approach, following claims the French were growing impatient with the lack of military success. The stance marks a shift in Mr Hague's approach. He has previously indicated that he wanted Col Gaddafi to leave Libya. BBC diplomatic correspondent Bridget Kendall said the remarks come amidst signs the leadership of the Libyan opposition is no longer ruling out the idea that Col Gaddafi and his family could remain on Libyan soil. This would happen as long as he gave up power and agreed to certain conditions, as part of a political deal to end the war. In the last few days Libyan opposition leaders have signalled that they are no longer ruling out the idea that Gaddafi could remain on Libyan soil, so long as he gave up all power and agreed to certain conditions, as part of a political deal to end the war. Whether this shift will be enough to bring about a peace deal is still uncertain. Several parallel mediation efforts are underway, involving UN, African and other envoys, as well as direct talks last week between pro-Gaddafi envoys and US officials. So far any tentative plans appear to have stumbled over the crucial issue of how and when Gaddafi would step aside, and whether he would be allowed sanctuary from the arrest warrant issued by the International Criminal Court. Mr Hague said: "What happens to Gaddafi is ultimately a question for the Libyans." He went on: "What is absolutely clear, as Alain (Juppe) has said, is that whatever happens, Gaddafi must leave power. He must never again be able to threaten the lives of Libyan civilians nor to destabilise Libya once he has left power. "Obviously him leaving Libya itself would be the best way of showing the Libyan people that they no longer have to live in fear of Gaddafi. "But as I have said all along, this is ultimately a question for Libyans to determine." 'Perfect cooperation' Mr Juppe backed the foreign secretary's comments, saying the allies were in "perfect co-operation" in Libya. He added: "We think that we must continue to exert strong pressure on the Libyan regime with the same methods. "If we did not intervene four months ago it would have been a massacre in Benghazi and I think we may be proud to have taken this courageous decision." On Sunday, British aircraft bombed a key intelligence building used by Col Gaddafi's forces, the Ministry of Defence said. RAF Tornado and Typhoon aircraft attacked the Central Organisation for Electronic Research building in Tripoli. The MoD insisted that it was a "wholly legitimate" target as it had long been used as a cover for the "nefarious activities" of the Gaddafi regime, despite being described as an engineering academy by the Libyan authorities. More than 710 regime targets have been destroyed by the Royal Navy, Royal Air Force and Army Air Corps since military action began on 19 March, the MoD said. Chủ quyền biển đảo là bất khả xâm phạm

- Tại kỳ họp này, Chính phủ sẽ báo cáo Quốc hội về tình hình biển Đông. Chủ tịch nghĩ gì trước đề xuất Quốc hội cần ra nghị quyết về vấn đề trên? - Báo cáo về tình hình biển Đông của Chính phủ là do Quốc hội yêu cầu. Việc có ra Nghị quyết về biển Đông hay không sẽ do Quốc hội quyết định, phụ thuộc vào tình hình thực tế, ý chí nguyện vọng của các đại biểu. - Theo quan điểm của Chủ tịch nước, Việt Nam cần làm gì để giữ vững chủ quyền biển đảo? - Như tôi đã phát biểu trước Quốc hội chiều nay, vấn đề chủ quyền biển đảo với bất cứ quốc gia nào cũng thiêng liêng, bất khả xâm phạm. Nước to, nhỏ cũng đều có nhận thức như vậy. Để giữ vững chủ quyền biển đảo, theo tôi có 3 cơ sở quan trọng: luật pháp, lịch sử và chiếm hữu, khai thác thực tế. Trong vấn đề luật pháp có luật quốc tế và quốc nội. Công ước luật biển năm 1982 là thành quả đấu tranh lâu dài của loài người, đặc biệt là các nước nhỏ. Do đó, chúng ta phải dựa vào công ước luật biển, dựa vào sức mạnh của tập thể, của cộng đồng, để bảo vệ chủ quyền biển đảo, vùng đặc quyền kinh tế. Ngoài ra, trên cơ sở công ước luật biển 1982 chúng ta phải luật hóa bằng luật quốc nội, chiếm hữu biển đảo về mặt pháp lý, thực địa. Cơ sở lịch sử, pháp lý và chiếm hữu khai thác về thực tế là 3 mặt của vấn đề để xác lập chủ quyền biển đảo. - Phòng chống tham nhũng là vấn đề được người dân trông đợi vào các vị lãnh đạo mới trúng cử. Với cương vị Chủ tịch nước, ông nói gì với người dân? - Tham nhũng là vấn đề bức xúc của người dân khi chúng tôi tiếp xúc cử tri dịp bầu cử Quốc hội khóa 13. Trong nhiệm kỳ này, các vị lãnh đạo phải có trách nhiệm rất lớn trong điều hành đất nước, đặc biệt là mặt trận phòng chống tham nhũng. Và tôi chắc rằng nhiều đại biểu Quốc hội cũng có hứa hẹn với cử tri sẽ phòng chống tham nhũng. Tôi hy vọng lời hứa trước nhân dân là không bao giờ quên và nhân dân hãy có trách nhiệm kiểm tra, giám sát chúng tôi, các vị đại biểu để góp phần thúc đẩy công việc này ít ra cũng tốt hơn khóa vừa rồi. - Theo Chủ tịch, tình trạng tham nhũng chưa bị đẩy lùi là do luật pháp chưa nghiêm hay nguyên nhân nào khác? - Luật Phòng chống tham nhũng, thực hành tiết kiệm đã quy định hết sức rõ ràng. Quốc hội cũng cho phép thành lập Ban chỉ đạo phòng chống tham nhũng trung ương, cấp tỉnh. Tuy nhiên, so với yêu cầu của nghị quyết Quốc hội thì thời gian qua chúng ta chưa đạt mục tiêu là ngăn chặn và từng bước đẩy lùi tham nhũng. Để thực hiện mực tiêu đó thì không có gì khác hơn là phải nghiêm túc thực hiện nghị quyết của Đảng, Quốc hội. Ban chỉ đạo phòng chống tham nhũng phải tích cực hơn thực hiện chức năng của mình. Theo tôi, thứ nhất, cần rà soát chính sách, chế độ xem có gì sơ hở để mà chỉnh sửa. Thứ hai là tổ chức bộ máy Ban chỉ đạo phòng chống tham nhũng có những khâu nào còn yếu, không phù hợp thì chấn chỉnh. Văn bản nhiều, đầy đủ, không phải tốn công sức nghiên cứu văn bản nữa. Vấn đề là phải hành động như gửi gắm của cử tri. - Tại kỳ họp này, Quốc hội sẽ xem xét việc sửa đổi Hiến pháp 1992. Ý kiến của ông thế nào về việc nhất thể hóa chức danh Chủ tịch nước và Tổng bí thư. - Các kỳ Đại hội Đảng gần đây đều bàn vấn đề này, kể cả đại hội vừa rồi các cấp từ xã phường tới trung ương cũng bàn. Nhưng độ chín, tức là đi đến quyết định hai chức danh này là một thì chưa có sự nhất trí cao nên hiện hai chức danh này vẫn là hai người.

Shares up in HCM City, down in Ha Noi on sluggish trading

HA NOI – The benchmark VN-Index closed today's session with a tiny gain of 0.04 per cent to close at 409.36 points, despite decliners outnumbering advancers by 140-65. On the HCM City Stock Exchange, the market value remained bleak, totalling just VND252.5 billion (US$12.3 million) on a volume of over 14.9 million shares. The fourth largest listed bank by charter capital, Sacombank, was again the most active stock on the southern bourse but with just over 900,000 shares changing hands. STB lost 0.7 per cent to close at VND13,800 ($0.67). Blue chip performances were distinct. Software producer FPT (FPT), financial conglomerate Masan Group (MSN), dairy producer Vinamilk (VNM), property developer Vincom (VIC) and steelmaker Hoa Phat Group (HPG) all posted gains of around 1 per cent. Others declined, including Eximbank (EIB), real estate developer Hoang Anh Gia Lai (HAG), Phu My Fertilisers (DPM) and PetroVietnam Finance (PVF). On the Ha Noi Stock Exchange, the HNX-Index slid another 0.92 per cent from Friday's close to 70.23 points. Firms to collect non-degradable waste

HA NOI— The General Department of Environment (GDE) is about to issue a draft decision regulating the responsibility of production and trading companies in reclaiming non-degradable waste such as batteries. According to an official from the Legislation Bureau of the GDE, Le Van Hung, once approved, the draft will concrete the implementation of the Law on Environmental Protection. The draft would provide enterprises with detailed instructions on how to collect and process expired or discarded products, said Hung. Initially drafted six years ago, the law set out to compel production and trading units to collect expired or discarded products, including batteries, but without much result, Hung added. Once complete, the draft will be submitted to the Government for consideration and approval before coming into effect. A recent GDE survey found that most manufacturers in Viet Nam were aware that batteries become toxic when expired, necessitating their collection and treatment. Aware of the harmful nature of expired batteries, Dry Cell and Storage Battery JSC (PINACO), a leading battery company in Viet Nam, invested in technologies aimed at treating their industrial waste two years ago. A company official said that it was currently completing procedures in hiring a unit to treat expired batteries, which it used to recycle. Deputy director of the Tia Sang Battery JSC To Van Thanh said that the State needed to regulate procedures based on collecting and discarding batteries. A report released by the International Finance Corporation (IFC) showed that around 40,000 tonnes of leaden batteries were discharged in Viet Nam last year. The figure is expected to increase to nearly 70,000 tonnes by 2015. According to the report, almost all discarded batteries were manually recycled at craft villages, negatively affecting people's health and the environment. Dong Mai craft village in northern Hung Yen Province has attracted more than 500 labourers to collect batteries. Nguyen Van Nam, head of the Economic Bureau at the Hung Yen Province People's Committee, said that the committee would move the village to a place far from residential areas as wastewater, smoke and dust, caused by lead, had significantly polluted the environment. The IFC estimated that Viet Nam's current 28 million motorbikes and 1.5 million cars would increase by between 20 to 25 per cent per year. According to the forecast, Viet Nam would have around 60 million motorbikes and cars by 2020, synonymous with millions of expired batteries turning to waste. The corporation pinpointed that such an amount of batteries would be enough to provide material to lead refinery factories in meeting domestic demand. Thanh said that it had been difficult to collect expired batteries as most been sold to scrap-iron dealers at competitive prices that battery manufacturers such as the Tia Sang Battery JSC could not pay. Most battery companies, especially import companies, admitted they had never considered collecting expired batteries. Regarding this issue, the former chief inspector of the Ministry of Science and Technology, Le Van Kieu, said that it would be difficult to encourage import companies to collect expired batteries without economic benefits. "It would be a challenge for them if they collected expired batteries merely for environmental protection purposes," Kieu said, adding that companies were willing to pay 10 per cent of their profits to local authorities for the collection of expired batteries. He recommended that enterprises take responsibility on their own and co-ordinate with local authorities in collecting expired products.
